MINORITY AFFAIRS
SCHEMES/PROGRAMMES IMPLEMENTED BY THE DIRECTORATE OF MINORITY AFFAIRS, GOVERNMENT OF NAGALAND
The Ministry of Minority Affairs, Government of India, implements various schemes for the upliftment of religious minorities in the country. The Directorate of Minority Affairs, after its creation vide P &AR Department (Administrative Reforms Branch) notification No. AR-15/1/85 (Vol-I), dated 28th April, 2023, is implementing various Centrally Sponsored Schemes (CSS)/programs of the Ministry of Minority Affairs, GoI. In addition to this, the directorate is also the nodal department for other Central as well as State schemes/programmes for the economic/educational empowerment of the 6 (six) notified minority religions in the country viz Christianity, Islam, Sikhism, Buddhism, Jainism and Zoroastrianism
1. Area/ Infrastructure development programmes: Pradhan Mantri Jan Vikas Karyakram
The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a CSS under the Ministry of Minority Affairs, Government of India, with the objective to develop infrastructure projects, which are community assets, in all the districts of the country including Aspirational Districts with the condition that States/ UTs can propose infrastructure projects in the identified areas where the concentration of minority population is more than 25% in the catchment area (15 km radius). The infrastructure projects may be proposed in priority sector areas such as education, health, skill development, women centric projects and emerging sectors of national importance like Sports, Sanitation, Solar Energy, Drinking Water projects etc.
2. Educational Empowerment (Minority Scholarships Schemes)
Minority Scholarships are provided to eligible students from the notified minority communities as follows:
i. Pre-Matric Scholarship Scheme : Class IX & X
ii. Post- Matric Scholarship Scheme : Class XI & XII, Degree & diploma courses
iii. Merit-cum-Means based Scholarship Scheme: Technical degrees and professional courses
3. Economic Empowerment: PradhanMantri Virasat Ka Samvardhan (PM-VIKAS):
The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a skilling initiative from the Ministry of Minority Affairs focusing on the skilling, entrepreneurship and leadership training requirements of the minority and artisan communities across the country. The scheme is intended to be implemented in convergence with the “Skill India Mission” of Ministry of Skill Development & Entrepreneurship and through integration with the Skill India Portal (SIP). Implementation of this scheme is yet to begin in the state.
4. Grants in Aid scheme under National Minorities Development and Finance Corporation NMDFC
The NMDFC is a not-for-profit company, under Section-8 of Companies Act, 2013. It is a National Level Apex Body for the benefit of Minorities as defined under the National Commission for Minorities Act 1992 under the Ministry of Minority Affairs. It provides micro credit financing to minority entrepreneurs. Under the Grants in Aid scheme, NMDFC disburses funds to three State Channelizing Agencies in Nagaland for implementation of the scheme viz. Nagaland Handloom & Handicrafts Development Corporation Limited (NHHDCL), Nagaland State Social Welfare Board (NSSWB) and Nagaland Industrial Development Corporation Limited (NIDCL).

Note: It is clarified that some of the schemes, under the Ministry of Minority Affairs, as listed in the P & AR Department notification No. AR-15/1/85 (Vol-I), dated 28th April, 2023 have either been discontinued by the Ministry or subsumed into other schemes eg:
i) Nai Udaan Scheme
ii) Maulana Azad National Fellowship
iii) Padho Pardesh Scheme
iv) Naya Savera
