ABOUT US

Planning machinery is required to ensure a system of scientific planning, monitoring and evaluation of the development plans, assessment of plan resources and optimal utilization at various levels. The State Planning Board is required to assess the priorities, challenges, suitability, possibility, viability, feasibility, direction, quantum and pace of developmental planning in the State.

The State Planning Machinery was established during 1973-74 with a small nucleus of Officers and Staff and placed under the control of Home Department (SAB). Later the Department was bifurcated from Home Department and placed under Planning & Transformation Department with the Development Commissioner as the Administrative Head during 1986. Name of the Organization Government of Nagaland State Planning Machinery, Planning & Transformation Department.

Since there has been expansion of Development Departments in the State and there are now 61 full flagged development departments having developmental activities. Planning Department requires liaising, co-ordinate and supervising development activities undertaken by various departments. Apart from liaising and co-ordinating with the Planning Commission and other Ministries at the Centre on all matters relating to economic planning and development in the State.

With the National Policy of Grass-root level planning, the Department has also established District Planning Offices in all the 11 Districts of the State and the District Planning Officers acts as Member-Secretary to the District Planning and Development Board (DPDB) in their respective Districts.

All the 11 (eleven) district are manned by the district Planning Officer along with a ministerial supporting staff. All activities of department in the district fall under their purview and functionaries of the department. The DPO also act as a co-ordinator with Head of department agencies for smooth conduct in the district.

The Department of Planning formulates Annual Plans and Five-year Plans under guidance of the State Planning Board and in consultation with other Departments of the State Government. The Department coordinates and monitors implementation of the Annual Plans as well as the Five-Year Plans. The Department administers important state sponsored schemes and also the nodal agency at state level for nationally important scheme.

PLANNING & TRANSFORMATION DEPARTMENT

Planning & Transformation Department is headed by the Addl. Chief Secretary & Development Commissioner Nagaland who is assisted by Additional Development Commissioner and other Officers and Staff.

Planning & Transformation Department broadly covers the following functions:

  1. Formulation of State Development Activities and Yearly development activities in the State.
  2. Oversees and controls the Development funds in respect of all development Departments.
  3. Monitors the progress of Plan Schemes implemented by the different Development Departments
  4. Acts as Liaison Department between the NITI Aayog, DoNER, NEC etc. Government of India and different departments of the State.
  5. Renders Secretarial Assistance to the State Planning Board

 

The Department is divided into 3 (three) branches dealing with the following subjects:-

The officials of Administration Branch and General Branch are from the NCS Cadre and Nagaland Civil Secretariat Service. The Officials of the State Planning Machinery are from the Nagaland State Planning Machinery Services and the existing strength is as follows:

  • Monitoring of Member of Parliament Local Area Development Schemes.

In the recent past the State Government has initiated several reform processes of economic planning in the State as to coordinate and supervise the implementation of the following schemes:

2. NEC Sponsored Schemes.
3. Non Lapsable Central Pool of Resources (NLCPR).
4. Local Area Development Programme (LADP).
5. C.M. Corpus Fund.
6. Special Development Programme (SDP).
7. Perform functions of the Secretariat for State Planning Board (SPB).
8. Formulation and Planning of development programmes and their execution.
9. Any other subject which are not assign to any specific Department.
